To make OAR Backups in Windows its really very easy using the AutoBackup module which is built into
opensimulator. You can read more about the module by going to the Opensimulator Wiki at this url:
http://opensimulator.org/wiki/Autobackup
Now you need to insert into each Region.ini file which you wish to back up, the following: AutoBackup = true
And under the region opensim.ini paste all of the following at the end of your ini file:
[AutoBackupModule]
   ;; default is module is disabled at the top level
   ;; To enable
   AutoBackupModuleEnabled = true
   AutoBackup = true
   ;; Every 2 Days = 2880 hours
   AutoBackupInterval = 2880
   ;; Keep files for 7 Days
   AutoBackupFilesForDays = 7
   ;; Set by time, sequential, or overwrite
   AutoBackupNaming = "time"
   ;; WARNING! Make sure you set up a Backups or Autobackups directory, otherwise nothing will be backedup.
   AutoBackupDir = "F:\YourRegionName\Backups"
You can then make any changes to the above as needed.
